Scottish-born Harper grew up between Glasgow and Islay and sold a The Who concert photograph aged fourteen. He studied photography in London before two years directly assisting David Bailey, Helmut Newton and Lester Bookbinder at Condé Nast.

That apprenticeship taught him how construction and attitude could be made visible in a single image. Harper later established his own studio and built an approximately thirty five year career.
